Culture is the general attitudes, opinions, and tastes of a nation, or large groups within that nation, what aspects of life they value most, what motivates their choices. Elves are typically about nature and purity. Dwarves are typically about wealth and industry. Men are typically about war and conquest, or whatever. It's their culture.

Norman culture, which you can create by decision, is fine, but it's a step down from Norse unless you convert later in the game, where you have unlocked everything you want from Norse culture and can already overpower the AI.

Sure, you receive different culture bonus/malus per culture, but as long as you are having fun, that is what matters most. None of the different cultures are "unplayable" or "over powered".
